Oracle is changing free tier limits. Update by the 15th to avoid charges

Oracle is changing the free tier limits for their cloud services, reducing the available resources from 4 OCPUs and 24 GB of RAM to 2 OCPUs and 12 GB of RAM. The change will take effect on the 15th and users are advised to update their instances by then to avoid charges.
